Belinda Caillouet is an executive leader with 31 years of experience championing the credit union difference. A trusted technology partner and leader, she builds strong teams, leading and inspiring employees, and challenging them to reach their full potential.
Belinda served 31 years in various roles at Spokane Teachers Credit Union (STCU), including COO & Chief Operations and Information Officer.
In 2018, Belinda started Looking Glass Consulting, a firm focused on meeting the complex technology needs of credit unions, FinTechs, and established vendors across the country, as well as providing leadership coaching.
Courtney Gibson is the CTO and CISO at BioConnect, and an Adjunct Lecturer in Computer Engineering at the University of Toronto. Courtney’s career in technology has spanned over 35 years, with a focus on cybersecurity and on leading innovation for growth-phase companies in complex and regulated verticals, including FinTech, biometric and medical technologies. In that time Courtney has worked from both an Executive and a Board level to help companies navigate the challenges of strategic thinking, risk-management and regulatory compliance associated with building and growing new technologies. He is also a passionate educator, mentor and advisor in the technology space, with over 25 years’ experience as an instructor in Computer Engineering and Cybersecurity.
Ciara co-leads the Board Effectiveness practice at Hugessen. Her purpose is to be a force for good in corporate boardrooms; to bring expertise, sound judgment, and an objective perspective to complex decisions and governance challenges.
Ciara is specialized in helping boards better their odds at making good choices. She is known for facilitating interventions on some of their most pressing governance issues; she advises on board composition, processes, norms, structure, CEO transition, and CEO performance management. She is known for a business-minded and human centric approach, helping create safe spaces for candid discussions to thrive.
As a board advisor for many of Canada’s largest and most influential organizations, Ciara finds purpose in enabling better choices for future generations. Experience
Ciara has been a trusted advisor to executives and boards for over 15 years. Prior to joining Hugessen, Ciara was a Senior Manager at Deloitte Consulting where she led strategic advisory and team effectiveness engagements at over 40 organizations across both the public and private sectors.
Education
Ciara graduated from the Rotman School of Management at the University of Toronto with an MBA specializing in Leadership and Change management. She also holds a B.A. in Economics from the University of Alberta. Ciara also serves as faculty in the ICD Director’s education program.

Patricia Brownell Sterner is Principal and CEO of JFB & Associates LLC, a consulting firm providing services for cooperatives, non-profits and foundations established in 2002. She brings more than 30 years of experience in the civic sector, managing organizations and providing consulting services in the areas of governance, fundraising, program development, strategic planning, and organizational development.
Prior to establishing JFB & Associates, Patricia served as Executive Director of the National Credit Union Foundation (NCUF), the charitable development arm for the national credit union industry. She has held other executive positions over her career, including Managing Director of the Center for Women’s Health Research at the University of Colorado, where she received a faculty appointment, and Chief Operating Officer of the National Cooperative Business Association, where she was the chief liaison to the board of directors.
Patricia serves on various boards of directors, including the Furies Foundation and the FoolProof Financial Education Foundation. She is Vice Chair of the City of Duluth’s Community Development Commission which oversees the distribution of $3.5 million of the City’s HUD funding. As a board member she has been heavily involved in board and organizational restructuring to streamline operations and governance.

She holds an MBA with a concentration in Human Resources and a Bachelor of Arts in Leadership Studies. As a member of a credit union board of directors, she chairs the CEO Evaluation Committee.

Paul is a mission-oriented leader, who has a record of successfully nurturing innovation, growth, and impact in organizations. With academic, global, and hands-on training in governance, business, and cultural anthropology, Paul brings a wealth of strategic thinking, research, facilitation and activation skills to Quantum Governance.
Prior to joining Quantum, Paul served as Research Director at Filene Research Institute where he guided research design, execution, analysis, and the translation of findings into actionable insights. Paul helped conduct research, identify core findings, and develop compelling content that supported organizational growth and transformation. Paul led the creation and delivery of research reports, keynote speeches, webinars, and closed-door engagements supporting credit union strategy; innovation; member experience; diversity, equity, and inclusion (DEI); operations; digital transformation; financial inclusion; and the future of financial services.
Paul believes in giving back to his community and currently volunteers as Board Secretary for Rock Valley Credit Union. He received an M.B.A. from the University of Wisconsin-Madison and pursued graduate studies in cultural anthropology at the University of North Carolina at Chapel Hill with a research focus on international development, nonprofit governance, and agricultural cooperatives in Indonesia. He received his B.A. from Middlebury College. Paul lives in Wisconsin with his family.
