Summary/Objective
Responsible for the strategic direction, leadership, and oversight of all aspects of the credit union’s real estate lending operations. This includes mortgage origination, underwriting, processing, servicing, secondary market sales, and portfolio management. Ensures all activities align with the credit union’s strategic objectives, mission, regulatory requirements, member service standards, and financial goals. Participates in the strategic planning and has direct input into the development of Credit Union policies, procedures, and objectives.

Jason was named the Chief Advocacy Officer for the Defense Credit Union Council in April 2024. Previously he served as the Deputy Chief Advocacy Officer for Federal Government Affairs for the Credit Union National Association (CUNA), now America’s Credit Unions since October 2021. He also performed the duties as Interim Chief Advocacy Officer for CUNA in 2022 and 2023. Before his time with CUNA, Jason worked as the Deputy Chief of Staff for U.S. Senator Kevin Cramer (R-ND).
Additionally, Jason has served as the Legislative Director and Lobbyist for Christians United for Israel Action Fund, and as Deputy Chief of Staff and Communications Director for Congressman Cramer in the U.S. House of Representatives.
A respected voice on Capitol Hill, Jason is a sought-after voice on important issues facing credit unions and the financial services industry. Known for his influential voice for credit unions, Jason has appeared as a guest on nationally syndicated radio shows and the Fox News Channel on several occasions. Cisco Malpartida Smith is Managing Director of Strategic Advisory Services at SRM. He has been a credit union leader for 20+ years and has served as the internal strategy driver, with expertise in being the subject matter expert in CU organic growth, segmentation and differentiation strategies.
Cisco has held numerous leadership and internal strategist roles for BECU, Inspirus CU, Gesa CU, Express CU including serving as CEO of two credit unions, Huntington Beach CU (CA) & The Florist FCU (NM) as well as chief strategy officer for GTE Financial (FCU) one of Florida's largest credit unions.
Additionally, Cisco actively instructs as an Adjunct Professor at Seattle University's Albers School of Business and Economics, as well as serves as chairman of the Board for two de novo credit unions. Support design process for new deposit and loan products, as well as lifecycle updates to existing products, based on member needs, internal and external (market) research, and collaboration with stakeholders.
Leverage data analytics to measure and recommend to leadership growth strategies of assigned products/services.
Analyze product/service satisfaction with a goal to achieve frictionless member experience and efficient operational delivery.
Partner with business line owners to develop effective targeted trackable campaigns.
Provide meaningful reports using data visualization to identify and convey key information. (Extract, compile, analyze and interpret financial data from multiple sources.)
Presents product recommendations for approval including product justification (business case), product requirements, features, pricing, and financial forecasting analysis.
Develops, maintains, and executes the credit union’s strategic product, innovation growth roadmap in collaboration/partnership with marketing leadership, executive team and business line owners. Ensures the roadmap supports the credit union’s strategic business plan, organizational KPIs and product line owners’ plans and growth goals.
Coordinates new product launch in collaboration with product development team, marketing, compliance, training, operations, and other pertinent departments.
